Reserve 1 tablespoon green onion for garnish. Combine onion, vinegar, orange peel, ginger, red pepper, garlic powder, and 1/3 cup soy sauce stir well. Place chicken pieces in a nonstick cooking-sprayed broiling pan. Brush pieces with soy sauce mixture. Broil at 450 degrees for 25 minutes about 7 to 9 inches from heat. Turn chicken and brush with sauce. Broil 20 minutes longer, brushing with sauce often during the last 10 minutes of broiling time. In a small cup, mix soy sauce and brown sugar. Brush chicken with this sauce and broil 30 seconds longer to glaze. Garnish chicken with reserved green onion to serve.
