In a mixing bowl, beat pureéd beans, half of flour, and all of the brown sugar, honey, baking powder, vanilla, and baking soda on medium-high speed until well blended. Add egg whites beat until completely combined. Beat in remaining flour. Stir in oats, chocolate chips, and raisins.
Drop by rounded teaspoons two inches apart onto a cookie sheet sprayed with nonstick cooking spray. Bake at 375 degrees for 10 to 12 minutes. Cool on a wire rack. Makes approximately 36 cookies.
