Wash potatoes and leave skin on if you like. (The skin contains many nutrients.) Heat 1 inch water and 1 teaspoon salt to boiling. Add potatoes and cover. Heat to boiling. Cook until tender, 25 to 35 minutes. Drain, cool, and peel.
Place potatoes back in pan and warm over low heat. Mash until no lumps remain. Add milk, a little at a time, during mashing. Add butter, salt, and pepper and beat vigorously until potatoes are fluffy. Sprinkle with paprika and parsley or chives, if desired. If you choose to omit the butter, sprinkle with butter- and sour-cream-flavored sprinkles.
