Dice cooked potatoes. Melt butter in saucepan and stir in flour, salt, and pepper. Heat and stir constantly until mixture bubbles. Gradually add milk and cook over low heat, stirring constantly until sauce boils and thickens. Stir in 2/3 cup cheese and diced potatoes. Pour into a 9 x 13 x 2 baking dish coated with nonstick cooking spray and top with rest of cheese. Bake at 375 degrees for 15 minutes or until cheese melts and browns.
Time Saving Variation:
Follow instructions above, except replace fresh potatoes with two pounds of frozen, diced potatoes. Thaw frozen potatoes thoroughly in the microwave before adding to above mixture.
