In mixing bowl, combine caramel sauce, pecans and cinnamon. Pour into crust. Refrigerate until firm. In saucepan, heat cream until bubbles form along edge. Remove from heat. Add chocolate chips and let sit for 5 minutes then stir until smooth. Drizzle over tart.
