Mix first three ingredients on low speed until crumbly. Pat in buttered 9 x 13-inch baking pan. Bake at 275°F for 10 minutes. Wash lemon and grate rind. Squeeze juice from lemon and set aside. In a large mixing bowl, beat eggs. Add remaining ingredients and lemon rind. Spread mixture on bottom crust. Bake at 350°F for 20 minutes. While warm spread with frosting and cut into squares.
FROSTING: Use 1 tablespoon of the reserved lemon juice and mix with powdered sugar and melted butter. Spread over warm bars.
