Combine flour, 1 cup brown sugar and 1/2 cup butter in mixer bowl. Beat 2 minutes or until mixture is crumbly. Pat evenly onto bottom of ungreased 9 x 13-inch baking dish. Sprinkle nuts evenly over crumb mixture. Combine 2/3 cup butter and remaining 1/2 cup brown sugar in small saucepan. Cook and stir over medium heat until bubbly. Cook for 1 more minute. Pour evenly over crust. Bake at 350°F for 18 to 20 minutes or until surface is bubbly. Remove from oven and sprinkle with chocolate chips. Let stand 3 minutes until chips are melted then swirl lightly with the back of a spoon. Cool and cut into bars.
