In large mixing bowl combine flour, butter, sugar, and salt. Mix on low until mixture is crumbly. Press firmly in 11 x 17-inch baking sheet sprayed with cooking spray. Bake at 350 degrees for 15 minutes.
In medium saucepan combine brown sugar, corn syrup, butter and whipping cream. Bring to boil and remove from heat. Stir in vanilla and lemon juice, then peanuts. Pour over hot crust and spread evenly. Bake at 350 degrees for 15 to 20 minutes or until set. Cool.
Melt chocolate chips and butter over low heat. Stir until melted and smooth. Drizzle over bars.
