Beat together in mixing bowl: butter, 4 cups sugar, cocoa and vanilla until fluffy. Add milk a little at a time until of spreading consistency. Spread over fudge bars. Chill 10 minutes. Blend together 1 cup sugar, water and peppermint extract. Drop small amounts over chocolate frosting and swirl with back of spoon. Chill and cut into bars.
