Measure sugar and corn syrup in saucepan. Bring to boil on medium-high heat. Remove from heat and add peanut butter. Mix well. Pour over crispy rice cereal. Press into a buttered, 9 x 13-inch pan. Melt butterscotch and chocolate chips on low heat. Drizzle over bars.
