Combine first 4 ingredients in mixer bowl and mix on low until crumbly. Pat into the bottom of an 11 x 7-inch or 9 x 9-inch baking dish. Bake at 350°F for 20 minutes.
Beat cream cheese in a mixing bowl until fluffy. Add sugar and eggs. Drain pineapple. Stir in 2/3 cup juice. Pour filling over hot crust. Bake at 350°F for 25 minutes or until center is set. Cool.
Combine flour and sugar in a saucepan. Stir in remaining juice and water to measure 1 cup. Bring to a boil, stirring constantly. Boil and stir 1 minute. Remove from heat and stir in pineapple. Cool. Whip cream until stiff peaks form fold into topping. Spread carefully over dessert. Chill.
