Combine flour, baking powder, salt, brown sugar and 1/2 cup butter in a mixing bowl. Mix on low for 30 seconds or until crumbly. Press mixture into bottom of lightly greased 9 x 13-inch baking dish. Bake at 350°F for 10 minutes.
Heat cream in small saucepan until small bubbles appear around edges. Remove from heat and add chocolate chips. Let sit for 5 minutes then stir until smooth. Pour over crust and cool.
In a mixing bowl, beat together 4 tablespoons butter, sugar and vanilla until light and creamy. Beat in eggs. Stir in coconut and walnuts. Drop mixture evenly over the chocolate layer. Bake for 25 to 30 minutes.
