Measure flour, shortening and salt in mixing bowl. Mix on low speed of mixer until shortening is the size of small peas, about 30 seconds. Sprinkle water over flour and mix gently with fork. Form dough into a ball handling as little as possible. If dough is too dry, add a little more water. Roll into a thin rectangle. Cut in 5-inch squares. Put 1 tablespoon raspberry jam in center of dough. Fold in half, forming a triangle. Seal edges with a fork or fingers. Brush tops with milk and sprinkle with sugar. Place on ungreased cookie sheet and bake at 400°F for 10 to 15 minutes, or until light brown.
