Melt butter. Add cocoa, stirring until smooth. Stir 1 cup of brown sugar into chocolate until well blended. Mix in eggs. Stir in flour and 1 cup of pecans until well blended. Spread in greased 9 x 9-inch baking dish. Mix coconut, remaining pecans. and brown sugar in a bowl. Stir in milk until well blended. Spoon mixture evenly over brownie batter. Bake at 350°F for 35 minutes.
