Beat together sugar, shortening and eggs. Stir in flour and buttermilk. Add food coloring, cocoa, salt and vanilla and stir until well blended. Dissolve soda in vinegar and stir into batter. Pour into 3 greased and floured round cake pans. Bake at 350°F for 25 minutes. Remove from pans and cool.
FILLING: Mix flour and milk. Cook on medium heat until thick. Add vanilla and cool. Beat together shortening and sugar until creamy. Gradually add flour mixture. Beat until fluffy. Spread between layers. Frost sides and top.
