1. In large skillet cook pepper and garlic in oil. Stir in burgers, undrained tomatoes, corn, water, tomato paste and chili powder. Bring to boiling. Pour into 8 x 8 x 2-inch baking dish.
2. In small bowl stir together cornmeal, flour, baking powder, sugar and salt. Add egg and milk. Stir just until combines. Pour over hot tomato mixture. Bake at 400°F for 15 minutes or until top is golden brown. Let stand for 10 minutes before serving.
