1. Heat oven to 350°.
2. Combine flour, 1 tablespoon sugar, baking powder, and salt in medium bowl.
3. Whisk together eggs, oil and milk and stir into dry ingredients until smooth.
4. Pour into 9 x 13-inch baking dish that has been coated with cooking spray.
5. Mix apples, cinnamon, and sugar in a bowl until all the apples are coated and spread over pancake batter.
6. Combine oats, brown sugar, flour and butter. Mix with a fork until mixture resembles coarse crumbs and sprinkle over apples.
7. Bake for 25 to 30 minutes or until a toothpick inserted in center comes out clean.
