1. Preheat oven to 375°.
2. In a large bowl, combine the flour, baking powder, sugar, baking soda, cinnamon and salt.
3. Add buttermilk and oil and stir just until combined.
4. Dump the dough onto a lightly floured surface, and knead 1 to 2 minutes until dough is smooth.
5. Roll it into a rectangle, a 1/4-inch thick. Spread the butter over the dough.
6. In a small bowl, stir together brown sugar and cinnamon. Sprinkle over the butter.
7. Roll dough from the bottom up and pinch the seams to seal.
8. Cut into 9 equal slices and arrange in greased 9 x 13-inch baking dish. Bake for 12 to 15 minutes or until lightly brown.
9. Remove from the oven and pour half and half evenly over the top and dust with powdered sugar.
