1. Heat oven to 350°.
2. In a large bowl, combine flour, salt, sugar, baking powder, 1 1/2 cups milk, eggs, and 2 teaspoons vanilla. Stir until well blended. Drizzle half the butter into batter and stir until combined. Pour into 9 x 13-inch baking dish that has been coated with cooking spray.
3. Stir together remaining butter, brown sugar and cinnamon. Drop by spoonfuls over batter and swirl with a knife.
4. Bake for 30 to 35 minutes until a toothpick stuck in center comes out clean.
5. Mix together powdered sugar, 1/3 cup milk and 1 teaspoon vanilla until smooth. Drizzle over warm cake.
