1. Heat oven to 400°.
2. Combine flour, sugar, baking powder, salt, and soda in large bowl.
3. Pour juice of orange into measuring cup adding milk, if necessary, to measure 2/3 cup. Add to eggs and oil and whisk until well blended. Pour into dry ingredients and stir just until moistened.
4. Spoon into muffin cups that have been coated with cooking spray 2/3 full.
5. Bake for 12 to 14 minutes or until a toothpick inserted in center comes out clean.
