1. Heat oven to 375°.
2. Beat together butter, sugar and 1/4 cup brown sugar until creamy.
3. Mix in pumpkin, buttermilk, eggs and molasses stirring until smooth.
4. Stir together flour, soda, baking powder, and spices. Add to pumpkin mixture and stir just until dry ingredients are moistened.
5. Spray muffin cups with cooking spray. Fill cups 2/3 full with batter.
6. Combine oats, 3 tablespoons brown sugar and water and stir with fork until mixed well. Sprinkle on top of batter.
7. Bake for 12 to 15 minutes.
