1. Heat oven to 400°.
2. Measure dry ingredients into mixing bowl and mix well.
3. Grate orange peel and add to dry ingredients. Squeeze juice from orange and set aside.
4. Stir in chocolate chips and pour in whipping cream. Toss with fork until moistened.
5. Place dough on lightly floured surface and knead a few times until flour is incorporated.
6. Pat into a 9-inch circle and cut into 8 wedges.
7. Place on ungreased cooking sheet. Brush tops with a little milk or cream.
8. Bake for 10 to 15 minutes until lightly browned.
9. Pour powdered sugar in mixing bowl. Add orange juice and additional milk until it reaches the desired consistency.
10. Drizzle over scones.
