1. Heat oven to 375°.
2. Combine flour, baking powder and salt in large bowl.
3. Beat together egg, milk, brown sugar, oil, lemon juice and peel. Pour into dry ingredients and stir just until moistened.
4. Beat together cream cheese and powdered sugar until smooth.
5. Spoon batter into greased muffin cups filling half full. Drop a small spoonful of cream cheese mixture and 1 teaspoon jam on each. Top with batter to 2/3 full.
6. Bake for 12 to 15minutes or until golden brown.
