1. Heat oven to 350°.
2. Put 1 1/4 cup oats in food processor or blender and pulse for 7 to 10 times. Oats should still be coarse and not powdery.
3. In large bowl, combine pulsed oats, flour, 1/2 cup brown sugar, sugar, baking powder, baking soda, salt and cinnamon.
4. Stir in blueberries.
5. Beat eggs in medium bowl. Stir in melted butter, orange juice, sour cream and orange zest. Pour into dry ingredients and stir just until dry ingredients are moistened. Spoon batter into 9 x 9-inch baking dish that has been sprayed with cooking spray.
6. Combine remaining oats, 1/4 cup brown sugar and butter in food processor. Pulse until mixture resembles coarse crumbs. Sprinkle on top of batter.
7. Bake for 35 to 40 minutes or until toothpick inserted in center comes out clean.
