1. Heat oven to 375°.
2. In large bowl, combine flour, sugar, baking powder, cinnamon, baking soda and salt and mix well.
3. In small bowl, combine milk, butter, lemon peel, vanilla and egg. Stir until well blended. Add to dry ingredients, stirring just until dry ingredients are moistened.
4. Carefully, fold in chocolate chips and nuts.
5. Spoon into muffin cups that have been coated with cooking spray 2/3 full.
6. Bake for 12 to 15 minutes or until golden brown.
